About Koda Voice LLC

Koda Voice LLC is a licensed U.S. voice carrier for conversational business calling: live, person-to-person calls between businesses and the people they serve. It is a Delaware limited liability company founded in 2026 and headquartered in Houston, Texas. Koda holds its own carrier credentials, signs calls under its own STIR/SHAKEN identity and vets every customer whose calls it carries.

Overview

What is Koda Voice?

Koda Voice LLC is a voice carrier registered with the Federal Communications Commission (FCC) and the Universal Service Administrative Company (USAC) as an interconnected and non-interconnected VoIP provider. It sells three services over standard SIP: outbound voice termination to the United States and Canada, local phone numbers with porting, and SIP trunking for phone systems and software platforms.

Koda is new and, as of September 2026, pre-revenue. The company was formed in 2026 and completed its regulatory build before it carried a customer call: FCC registration, the Form 499 filing, an Operating Company Number (OCN) from NECA, a Robocall Mitigation Database (RMD) listing, an accepted CALEA plan, a Customer Proprietary Network Information (CPNI) policy and STIR/SHAKEN authorization. That order of operations is the point: a clean network with nothing on it that was not vetted first.

Own credentials

Why does Koda hold its own carrier credentials?

A provider that files under someone else's identifiers and signs under someone else's certificate appears in the registries under that other company's name. Koda appears under its own.

  • FCC and USAC

Own registration, own Form 499 filing

Koda Voice LLC holds FRN 0038517058 in the FCC's Commission Registration System (CORES) and files Form 499 with USAC under Filer ID 839032, both in Koda's own legal name.

  • NECA

    Own Operating Company Number

NECA assigned Koda OCN 583H in the IPES category: the company code an interconnected VoIP provider must hold to obtain numbering resources, per NANPA's guidance for interconnected VoIP providers.

  • STI-PA

    Own STIR/SHAKEN identity

The STI Policy Administrator (STI-PA), iconectiv, authorized Koda as a STIR/SHAKEN service provider under Service Provider Code 583H; an approved STI Certification Authority issued Koda's STI certificate. Calls originated on Koda's network are signed under Koda's own code, not a reseller's.

The Secure Telephone Identity Governance Authority (STI-GA) sets the eligibility rule, and the STI Policy Administrator (STI-PA) clears a provider for STI certificates only when it has a current Form 499-A, an assigned OCN and a Robocall Mitigation Database listing, per the STI-GA SPC Token Access Policy. Koda passes each check in its own name. Signing mechanics are on the STIR/SHAKEN page; company codes are explained in What is an OCN?

Traffic

What calls is the Koda network built for?

Koda's network is built for conversational business calling: live calls placed and answered by people. Sales conversations, customer follow-ups, appointment confirmations, support callbacks, real-estate prospecting conversations and inbound calls to a business phone system are the traffic Koda expects.

Koda's network is not built for bulk notifications, prerecorded or artificial-voice calls placed without the consent the law requires, or anything a called party would recognize as a robocall. The Acceptable Use Policy sets out what may and may not ride on the network; the solution pages describe the fit by team.

Operations

How does Koda operate?

Koda operates as a small carrier whose sales, engineering and compliance sit in the same conversation. Four practices define the service.

  1. 01

    Know the customer first

Onboarding starts with a Know-Your-Customer review: the legal entity, the business behind the calls, the platform that sends them, where they go and the consent practices behind them. There is no self-serve signup.

  2. 02

    Interconnect engineer to engineer

A Koda engineer builds the SIP trunk with yours: IP allow-list or SIP digest credentials, codecs, DTMF and test calls before production. The specification is on the Network page.

  3. 03

    Monitor every route

Koda monitors answer-seizure ratio, call duration and failure codes per customer and per route, and watches number reputation as part of the service.

  4. 04

    Cooperate with traceback

Koda cooperates with the Industry Traceback Group and acts on what a traceback finds. Its program is summarized on the Robocall Mitigation page; requests go to compliance@kodavoice.com.

The Industry Traceback Group (ITG) has been the FCC-designated traceback consortium since July 2020, according to tracebacks.org, and FCC rules (47 CFR § 64.6305) require a traceback-response commitment in every Robocall Mitigation Database certification.

Leadership

Who runs Koda Voice?

Fernando Garcia is the Founder and Managing Member of Koda Voice LLC and the officer named on the company's FCC filings. Koda publishes no team page and no headcount: the people who answer sales@kodavoice.com, noc@kodavoice.com and compliance@kodavoice.com are the people who run the network.

Verification

Where can you verify these facts?

Four identifiers on this page resolve at a public lookup: the FRN in the FCC CORES public search, the 499 Filer ID in the FCC Form 499 Filer Database, the RMD listing in the FCC Robocall Mitigation Database public listings and the STIR/SHAKEN authorization, by company name, on the iconectiv authorized service provider list. The OCN and the CALEA acceptance have no per-company public lookup; Koda supplies the NECA assignment record and the FCC acceptance on request. The Trust Center holds the full table with a verification link for each row. The checklist a vetting team runs is in How to verify a VoIP carrier.
